10:05:48:14 The books were littered everywhere and the children's clothes were littered everywhere

 on the compound. 10:05:55:15

10:05:58:07 And the girls were all missing. 10:06:00:19

10:06:02:08 The deputy headmistress of the school 10:06:05:24   

10:06:06:05 who was an Italian nun 10:06:08:28    

10:06:09:13 followed the rebels with one of the teachers, a young one. 10:06:15:11

10:06:15:24 She caught up with them, deep in the bush. 10:06:21:11   

10:06:21:29 She pleaded for the release of the girls. 10:06:26:03   

10:06:27:01 But she was given 109 girls, 10:06:30:21

10:06:30:27 plus one little girl from the village. 10:06:33:17

10:06:33:22 So she came back with 110 children. 10:06:36:18

10:06:36:28 Thirty girls were retained. 10:06:40:06

10:06:40:14 My own daughter Charlotte was one of them. 10:06:45:29

10:09:37:28 One night, the rebels came and attacked us. 10:09:43:24

10:09:44:20 When we got outside, they ordered me to walk. 10:09:48:25

10:09:49:04 But I pretended I was handicapped. 10:09:55:00

10:09:55:07 When the rebels went behind the house, 10:09:58:18

10:09:59:04 I managed to escape to the bush with my younger brother on my back. 10:10:05:07

10:10:05:20 I kept going till I got to town and never went back home. 10:10:11:05

10:10:17:10 Now I am staying with my auntie. 10:10:22:16

10:22:18:05 Because sincerely, LRA, given their number, and given the number of the army 10:22:26:06

10:36:19:15 Mr. Museveni and Mr. Kony -- removed the population from its homes, 10 :36 :21 :28

10:36:22:05 put them in concentration camps, 10:36:24:07

10:36:24:11 and left the terrain for themselves to tussle it out! 10:36:27:26

10:36:28:02 So who are the soldiers defending in Northern Uganda? 10:36:30:17

10:36:30:21 If they cannot defend people's homes, people's livelihoods, 10:36:34:04

10:36:34:08 people's very basis of existence, 10:36:37:17

10:36:37:17 what are the soldiers fighting, Christine? 10:36:39:19

10:36:39:23 First of all, the army is there to protect the people, the Ugandans. 10:36:47:12

10:36:47:24 The issue of moving people from their traditional homes to the camps 10:36:53:22

10:36:53:25 was to enable the UPDF to fight and get out the LRA 10:36:58:20

10:36:58:28 from within the villages of the Acholi sub-region. 10:37:02:05

10:37:30:00 the government made a very convincing argument that the army was not able to offer protection

 from the people's homestead  10:37:39:09

10:37:39:15 and the best thing to do would be to bring people together 10:37:43:11

10:37:43:16 so that the army could offer them protection, 10:37:46:19

10:37:46:25 stopping attacks by LRA and abduction. 10:37:50:07

10:37:50:12 A visitor like you would believe the government. 10:37:53:17

10:37:53:20 Anybody flying over these IDPs settlement, 10:37:59:23

10:38:00:06 would be convinced: yes, these camps are good if it has stopped abduction and

 attacks. 10:38:07:12

10:38:07:19 But the monitoring work that we did in these camps suggested otherwise. 10:38:13:10

10:38:13:19 The attacks continued and follow IDPs into these camps, abductions continued to follow the kids

 into these camps. 10:38:22:03

10:38:22:27 And UNICEF documented that over 20 000 kids were abducted from the camps! 10:38:30:08

10:38:30:13 The camps have become a one stop centre 10:38:34:18

10:38:34:21 where the rebels only need to brave it and get anything they want. 10:38:38:12   

10:38:38:17 If they want women to rape, they're there, if they want children to abduct, they're there, if

 they want food supplies... 10:38:44:00

10:38:44:07 And these attacks are usually done immediately 10:38:47:02

10:38:47:04 after the World Food program has been to camp. 10:38:51:00

10:38:51:13 So we are saying if the government reason for establishing these camps 10:38:56:17

10:38:56:20 was to stop abductions and attacks, 10:39:00:29

10:39:01:03 it has failed. 10:39:02:20

10:41:27:03 defence spending was $88 million. 10:41:29:17

10:41:34:03 Now it is $190 million. In other words, 10:41:36:08

10:41:36:12 there has been a consistent increase in defence spending over these years. 10:41:40:23
