Recession has hit Uruguay hard. Once bustling shops and holiday resorts now lie empty, and the prospects of filling them do not look good, as the country suffers from deserted shops and quiet cafes.
Despite its long-standing reputation for a robust welfare system and high quality of life, this investment from the state comes at a cost. President Jorge Battle is completing his first year in office, and believes that getting private companies involved may be the only solution.
