While Bush remained resolute on ridding 'evil' states of WMDs, he saw no issue in continuing the development of the USA's nuclear arsenal.
The failure to find either Saddam Hussein or any WMD's in the second Gulf War frustrated many senior Republicans. “A quantity of states know if you entrench yourself deeply enough, with enough concrete and steel over your head, then you can’t be got,” argued Republican senator John Kyl. According to his supporters, there was only one solution: “a small precise nuclear weapon.” Both Putin and Bush agreed to reduce the number of old nuclear warheads whilst developing new nuclear weapons, causing nations like Korea and Iran to enter an arms race of their own.
