Is the North Korean government smuggling heroin? It's a scenario that's looking likely following the capture of a drugs ship.
"The hard reality is North Korea is essentially a criminal regime," states Steve Vickers, former head of intelligence for Hong Kong's Police. When Australian police intercepted a North Korean ship loaded with 150 kilograms of heroin, evidence immediately pointed to Pyongyang's involvement. The North Korean political secretary was on board and the ship was flying under the flag of a company with strong links to the ruling regime. "The evidence is almost uncontroversial that the North Korean government is involved in the production and trafficking of illegal narcotics," states Raphael Perl, senior narcotics advisor to the American Congress. He believes that North Korea may be earning up to $1 billion per year through drugs trafficking. Defectors from North Korea also accuse their government of being behind the drugs trade. "The production, sales and revenue are under the central government," states one defector. "Right up until I escaped North Korea, I was ordered by the government to trade drugs." But despite the strong evidence, little has been done to rein in North Korea's drugs trade.
