They're often dirty, scarcely roadworthy and have colour schemes as subtle as Imelda Marcos. But Filipinos love them. "They're convenient and cheap". Now the government has decided to limit their number to ease congestion while tough new pollution laws are putting many backyard factories out of business. However big factories are fighting back with a new model based on the hummer.
