It's an ongoing problem: unemployment and poverty exists everywhere. But France's Prime Minister Lionel Jospin has a unique solution. He believes that reducing the work week to 35 hours will result in more jobs for more people. In fact, he is so intent on enforcing this policy that he has created the Department of Work Police to catch offenders. One would think the French would be ecstatic --the same pay for fewer hours.
