While the US has warned of visa restrictions on those found guilty, only a sparse number have faced charges, largely evading responsibility through the loophole of their dual nationality. The US’s close relationship with Israel impacts its approach, with President Netanyahu telling Biden that “our united war cabinet will lead Israel to victory.” Palestinian victims of the attacks call for justice, but the odds are stacked against them. Victim Issa Amro states: “They feel that they can do whatever they want without being accountable by the ICC. They feel that many international and Western countries especially, are defending the Israeli war crimes, genocide, apartheid, occupation.”
