Moscow is already concerned about NATO's expansion into Eastern Europe. Building the missile defence shield in Poland, just across its border, has only upped the stakes. As President Putin warned; "This will lead to an arms race". His generals are already warning that Poland will become an aiming point for Russian bombs, should the plans ever materialize. "Putin feels the US and West see Russia as a new enemy", explains policy advisor, Alexander Rahr. Many believe the missile defence shield is part of a plan to encircle Russia. "Russia's being silly. It has nothing to fear from the West", states Michael O'Handlon from the Brooking Institute in Washington. But there's concern that the shield is being used as a pretext for boosting the Russian military. "The Russian defence budget has increased by 350% in the last five years", claims former Polish Defence Minister, Radoslav Sikorski. "It's clear that Russia is back and wants to protect its national interests", explains Sergej Rogov from the US-Canada Institute in Moscow. "It cannot be ignored".
