The difficulty of precisely defining terrorism has led to a piecemeal approach in dealing with it. We categorise a range of terrorist groups to emerge in recent decades, as well as a range of responses to terrorism. The film's conclusion is that violence cannot be stemmed by more violence. But with many terrorists describing themselves as 'freedom fighters', will it ever end?
