Innocent people have been sent to the gallows as a result of gross miscarriages of justice. The current system entirely relies on judges and forced confessions are common. In Japan, most suspects of serious crimes are found guilty. Unquestioning respect for hierarchy is paramount in Japanese society so judges are never challenged. Yet, lawyers are increasingly calling for a more balanced system with live witnesses and a separate jury. More than a legal reform, this is a cultural revolution: 'We will make citizens into a more active, less passive group of people who will not just be led by government but will ultimately tell the government what to do.'
