Rabaul Cops
With no handcuffs, diesel for police cars or stationery to write reports, even by PNG standards, Rabaul's police are ill-equipped. Local businessmen have had enough. They've enlisted as reservists and taken up arms.

"In the last six months, we've taken out just about all of the top ten criminals in Rabaul", boasts one.
